I. LEAGUE REQUIREMENTS
LEAGUE FORUM:
Must register and use/post on the forums on regular basis. PTML has provided a forum for owners to communicate, post game reports, schedule games, post press conferences, scouting reports, etc

STAT SUBMISSIONS:
Submitting stats is “mandatory". They’re due immediately after the game. Latest, 24 hours after game was played. If you don’t do stats for the week, you'll: be warned, have players suspended or even removed.That’s not considered taking stats when only 5-6 people have #'s
DISCONNECTS:
It's rare both owners are booted from the gm. Normally at least one of you are able to do the game stats, estimate your individual stats based on the game stats, this is far better than nothing. Also edit your EA setting to where you get an email from EA after each game.
SCOUTING REPORTS:
You must have done at least 3 reports for the season (Each time you have a division game. The better the report, the better the odds of your division rivals to get beat).
SCHEDULE:
Each week’s games will start Sat morning or sooner if all games played and continue until the following Saturday morning(9 am CST).
If you’re unable to play your game due to vacation or other reasons, you must email the commissioners and post on the forum under the Vacation Thread as soon as you know this will effect a game. You may also, of course, get another owner to play that weeks game for you with commissioners permission
IT'S MANDATORY TO EMAIL THE COMMISSIONER'S IF AN OPPONENT IS UNRESPONSIVE
IN GAME COMPLAINTS/RULES:
If an owner is breaking a rule, simply inform them during the game(if both of you have headsets or both signed on to AIM as PS3 servers dont allow in gm chats).
Report rule breaks through the complaint form if they fail to cooperate during game. Don’t forget, both owners will be approached about the rule break, so if you’re caught making it up, you could be removed from the league
The complaint(s) will be filed by myself, and will not be shared with anyone but the co-commissioners, the owner who filed the complaint, and the owner who the complaint was against. Make sure all complaints are honest, or you may be removed from the league for dishonesty
II.IN GAME RULES
COURTESY RULES:
1. Alow your oppon. a couple minutes to set his depth chart and or audibles
2. Never accept a roughing the kicker or running into the kicker penalty. We have no control of the CPU acting a fool
3. Some of us have babies/toddlers we must watch while playing(wife law: you have time for madden, you have time for baby) if your oppon pauses the game, give him a few mintues as he may have to tend to something, be it a baby, the doorbell or Taco Bell acting up
4. If possible leave your AIM on to settle an in game dispute.
RUNNING GAME:
Excessive counters, calling dive plays then bouncing it out all game, will not be tolerated. Mix up your run formations and run plays.
PLAY ACTION:
People that abuse this are making it suck for the rest of the league. If you dont have a running game established dont even bother with the PA. Dont use it on 3rd, 4th and longs (long is considered anything more than 8 yards). Use it in a sim way otherwise you will get a warning the first complaint and receive player suspensions for any future complaints. Owner, before filing a complaint, please pause the game and let your opponent know how you feel.
QB VISION CONE:
This is to be on for both opponents. If your caught having it off, you'll receive a warning then removed if you still wont comply. PS3 Madden 07, the QB cone doesnt appear all the time, and sometimes requires you to toggle the right analog to make it pop up, you must do this all gm to ensure its on.
WR LINEUPS
Lining up your star WR as the slot or 4th WR alot of the game:
We arent able to assign players this year, so try and leave WR's where
they belong. Sure every so often you may want T.O. in the slot, but not
all game.
NO HUDDLING:
May be used anytime in the game, however may not be used more than 40% of the game or if you're ahead by more than 14 points. Owners found abusing this will be warned then removed
You can't run no huddle after incomplete passes, after running out of bounds, or any other play where the clock stops
DROPPING QB BACK:
You can’t intentionally drop your QB back 10+ yards just to get receivers open, or to take the ball and run. If you’re found doing this by fellow owners, you’ll be warned, then removed from the league
RUNNING GOALLINE SETS:
You may only use goal line sets offense or defense if the offense has 2 yards or less to get a first down, or are within 10 yards of either goal line. This goes for offense and defense
GOALLINE QB SNEAKS
Qb sneaks arent allowed in any formation near the goalline, as it causes the game to disconnect.
SENDING RECEIVERS IN MOTION:
Isnt to be done all game to decide if the defense is in zone or man. WR must come to a complete stop before ball is hiked .
LOBBING THE BALL TO RECEIVERS/ MANUALLY MOVING:
1.Lobbing the ball to your receiver’s all game is unacceptable. We didn’t say you can’t lob the ball out there once in awhile, just dont rely on only bombs
2. YOU MAY NOT:
A. manually control a WR to come off his route(circling to confuse the DB)
B. manually control the WR to do a speed burst (Wr's are far better equipped this year, no need for any help from you) This includes going for long bombs, or throwing the quick slants or drags
C. manually control the WR as you intentionally underthrow the WR to then comback using the speed burst
D. manually control the WR and make contact with the DB
YOU MAY:
A. manually control the WR to jump or catch the ball
B. manually control the WR if the ball is thrown into double or more coverage to try and break up the interception
GOING FOR IT ON 4th DOWN/ FAKE PUNTS:
You can go for it anytime as long is it's less than 5 yards and you arent winning by more than 14 points.
You can also go for it anytime you're past the 50 as long as you're not winning by more than 14 points.
**Two fake punts per game, any quarter, any down, any amount of yards, anywhere on field, but must be losing or tie in the game
ON PUNT/KICK DEFENSE:
No moving any defensive players manually before ball is snapped in attempts to get an attemtped block, you can move players if you suspect a fake punt, but dont get crazy.
ROUGHING THE KICKER
Always refuse to accept the penalties of roughing the kicker be it on an extra point or FG. We have no control of the CPU hitting the kicker. This is lame and will not be tolerated
PUNTING:
Punt the ball normal or high allowing your oppon the option to fair catch or run it. Coffin corners are the only exception and that must be within the 20yrd line.
RUNNING OUT THE CLOCK:
Can only be done with 2 minutes left in the 2nd and 4th quarter. No exceptions. Also included is taking the whole play clock to select a play, over and over during the game. This is running out the clock as well, so be careful
DEFENSE:
DEFENSIVE PLAYER MOVEMENT:
You can't take players on your D and manually move them to the point where they close running holes. You may not manually move a DB to get an edge on a blitz. You are allowed to move only 1 player manually and must control him. Again he cant be moved up to get the edge on a blitz or a LB can't be lined up back as a safety. D-line is never to be moved.
ON PS3 MADDEN DOESNT HAVE THE TRI-RIGHT FEATURE THAT ALLIGNS YOUR DEFENSE TO THE MAN THEY'RE COVERING, SO YOU ARE ALLOWED TO MOVE ANY DEF PLAYER TO ALLIGN TO THE MAN HE'S COVERING.
If we hear players are getting moved manually all over, you’ll receive a warning.
COVERAGE
DB's/LB's are to not make contact with any WR past 5 yards of scrimmage(PI isnt really called unless the ball is in the air). Granted there will maybe be 1, 2 even 3 unintentionally bumps or tag ups, however you must get off ASAP.
TRIANGLE LEFT(9 in the box):
Can only be used on plays for less than 4 yards and on 3rd or 4th down only or anytime your opponent is 10 yards from scoring. This play must not be abused or it'll get banned completely.
RUSHING THE QB:
You must have at least 2 players rushing the QB at all times.
SUBSTITUTIONS:
QB must play QB
HB may play HB or FB or WR
FB may play FB, HB, or TE or WR
TE may play TE or FB or WR
WR must play WR **Read comment below about package plays
DL must play DL only
DB must play DB
Note: DB’s are Cornerbacks and Safeties. So Cornerbacks can play Safety and Safeties can play Cornerback. Cornerbacks, Safeties, Strong Safeties cannot be used as WR's
Anybody can play anywhere on special teams, but the punter and kicker must play that position
SELECTION OF PLAYS:
On Offense and Defense, if you run same plays over and over during a game, then you don’t belong here. Simply mix it up. Don't be running Quarter defenses during 1st down plays, 2nd down, 3rd down, and so on. Selecting the same formation is also wrong...Like picking I-Form Normal over and over, that's an example of not mixing it up. Now, we didn't say you can't run all game or pass all game...if it's working against the defense, then by all means do what you want, but mix the formations up. Don't just run the I-form all game. Try and match up defensive formatations to offensive formations EX: 4-3 vs 2WR sets or Dime vs 4WR sets.
RUNNING UP THE SCORE:
Running up the score on your opponent is unacceptable. I shouldn’t have to go into full detail what it is, because all of us have had it happen. If you run the score up on opponents, you’ll either be warned or removed, depending on the situation. Similarly, we won't tolerate owners who run plays for the sake of padding stats while the game's already out of hand. Otherwise known as “Stat Hungry”
EX: If you're ahead by more than 21 points in the 4th, run, run, run, punt is very sportsmanlike.
III. GAME SETTINGS
ROOM: PTML (creating a room is optional, seeing you can challenge a game from anywhere)
QUARTER LENGTH: 6 minutes
DIFFICULTY: All Madden
INJURIES: On
FATIGUE: On
FAIR PLAY: Off
VISION CONE: On
We’re trusting you’ll play straight with option OFF. If we get complaints, this will change. It'll also change the 4th down rules, as it needs to be off in order to go for it on 4th
IV. DISCONNECTIONS:
It's hard to determine when someone purposely pulls, but it'll be obvious at times: gm quits right after an INT or when someone scores. Owners that have too many disconnects will be removed from league, or if proven you purposely pulled.
Try and work this out amongst yourselves. If all fails contact a commish.
If a disconnect occurs in the first half, the game must be continued from the disconnect. If disconnect occurs more than three times by halftime, obviously someone has a connection problem
If a game is more than half played when a disconnect occurs, then you both have the option to finish from where it disconnected or give the game away if behind by too much of a deficit to come back. This is both owners judgement call for the outcome
If the disconnected game isn't completed by the end of the next week, the team that was winning will receive the win and we’ll take the stats each owner wrote down
If an opponent just plain quits the game, you’ll receive the win. Take stats from where they quit and submit them. Also, contact me to let me know of the forfeit and fill out the complaint form for our records
** One quit game is removal from the league
**If an owner pulls the plug one time in the season, they’ll be removed
** If an owner obviously has connection problems week in and week out, you’ll be asked to give your team up. There is no set # to get kicked out, we go according to disconnects, and how often they occur
V. KNOWN GLITCHES:
Anything listed here is illegal in the PTML. If used, the guilty party will receive a warning for their first offense. 2 strikes for their second offense, and removal from the league on their 3rd offense
RUN GLITCH
Mainly out of the 2WR sets. The runner just wont go down and the defense doesnt react to him as he sprints to the outside. Not sure exactly how it's done but you'll know when a RB has 400+ yds a gm with only 18 carries.
GREAT JUMP:
D-line get a superhuman jump and gets the QB within half a second. Dont do it.
VI. Respect for one another:
Leave it on the field policy, what happens on the field stays on the field, utilize the scouting reports to post your observations. At no time should any member demise any other member via scouting report. Work out your concerns and demonstrate sportsmanship. It is each members responsibilty to try to settle all game related issues "during the game" not in the scouting reports.
